Field 039 being removed for input

On Sunday, May 28, 2000, OCLC plans to remove field 039 (Core Record
Designator) from the Validation Rules that govern online input. Users
entering records according to the Core-level standard must use value '4' in
the Encoding Level instead of 'core' in field 039. Encoding Level value '4'
(Core level) became valid for input on May 7, 2000. See Technical Bulletin
236, Part 2, Section 6 for details at

On May 8th and 9th, OCLC scanned and converted 87,943 records that contained
an 039 field with 'core' in subfield $a. If the Encoding Level was 'blank'
or 'K', field 039 was deleted and the Encoding Level was changed to '4'.
OCLC will run final scans on field 039 after May 28th.
