I don't want to get involved in the gull discussion, but just to back up
someone's statement that yes, protected birds are "controlled" -- quote:
the U.S.D.A.'s Wildlife Services program killed 159 vultures (both turkey
and black) in 2001, 104 in 2000, and 20 in 1999. This was in Virginia where
the permit was applied for to kill up to 4,000 vultures a year in Virginia
starting in 2003. Many of the reasons were unjustified, but there were
problem areas with roosts. I don't know where it stands now, but there was
a huge letter-writing campaign.
Keep in mind that Canada geese, corvids, cormorants, and several other
species have been the targets of "control" methods also.
