The goshawk I saw was either not trying very hard (but was persistent)
or was simply not a very skilled hunter. Consequently, it is difficult
to say anything about its motivation or intent when flying at the gulls.
(On the other hand, it clearly attempted to capture crows on several
occasions.) It passed over the gulls a couple of times with no obvious
capture attempt being made. However, it twice came out of the trees and
swooped down at gulls that were on exposed mud close to shore. Those
gulls were pecking at or scavenging something. It could be that the
goshawk was more interested in the mystery item than in the gulls
themselves.
