Hi, me again;

The Crimson-crested Woodpecker is only found into Panama (from South America), where it meets the Guatemala Ivory-bill (or whatever the official common name is these days). The two species are supposedly allopatric sibling species. In Peru, it would be found east of the Andes (according to Short).

The guy that took the picture says it was in Peru and the bird is a Crimson Crested WP.

My two cents worth on the video is that the bird is probably the Crimson-Collared Woodpecker. The reason I say this is because of the driver of the boat. He looks like someone from Central America. Having lived in Costa Rica for a while and knowing they have those type of lowlands in Costa Rica and Panama I would put my vote towards the bird being from Central America.
