Regarding Malheur. I recommend the John Scharff Migratory Bird Festival the second week of April. Any time from then through mid June is a great time to visit in the Spring. The bugs start to get bad in June. I enjoy staying at the Hotel Diamond and the French Glenn Inn. Page Springs has an excellent campground. In Burns, I've heard good reviews of the Silver Spur, and know many people who have a nice stay at the Rory and Ryan Inns. I also enjoy August through October, but the birding is very different requiring more effort, exploration and patience. Great migrant traps are Headquarters and Fields Station. Malheur NWR is a jewel for birding.
