[Tweeters] Capehart Monthly Bird Count Today

So a fly-over to-day was a Red-tailed Hawk, looking a
little ratty (perhaps in molt?) Anyway, on the top of the
 left wing was a rectangular glossy blue tag, loooked
like made of plastic. Was affixed from the leading edge back
an inch or two up against the body. Tag had a gloss to it.
Saw no other details. Was it a local bird?
