Your best bet if you’re willing to go out on a boat would be to do a tour featuring viewing of Protection Island and/or Smith Island. Early- to mid-September is the tail end of the season. Here is one company that has two September departure dates to see puffins; there are a few other companies as well. https://ptmsc.org/birdwatching-cruises/
