Sounds like a hybrid between an accipiter and a kestrel to me!

They also did a lot of hovering - took off from a fairly high perch, hover, move on and hover a bit more until seeing something interesting. When not hover/hunting they would leave a tall perch and drop down to the ground quickly. Not a lot of wandering around. A very photgenic owl.
