[Tweeters] Rough-legged Hawk

No, not unusual this time of year in that part of WA. IME, RLHAs typically
first appear E of the Cascades in Washington in early October, give or take
a week or two. This week I saw my first Roughie of the season a few miles
east of Ellensburg. In past years, I've seen my FOS Roughie in early to
mid-October near Big Bend, c. 20 miles NE of Chester Butte.
